The call will create the processes, structures and functions necessary to establish a full-scale system demonstrator for climate-neutral cities.
The offer to coordinate a project in the call is aimed at municipalities that have have participated in the System Demonstrators Design Phase (with an approved final report) and who have signed Climate City Contract three times (2020, 2021 and 2022).
A basic requirement for participation in the call is the existence of a consortium of at least four parties, including the coordinating party, with representation from business, academia and civil society. Crucially, the composition reflects the ambitions and objectives of the system demonstrator.
The call will fund planning for the establishment of two system demonstrators. It is possible to apply for a maximum of 1 million SEK in the call. The grant can represent a maximum of 50% of the project's total eligible costs.
The starting point for Vinnova's and Viable Cities' investment in system demonstrators is to clearly contribute to the mission set out in Climate City Contract 2030: Climate-neutral cities by 2030 with a good life for all within the limits of the planet.
As part of this mission, extensive transformation is required in many areas, such as: planning and the built environment; transport and infrastructure; the energy system; and lifestyle and consumption.
To some extent, the measures required for this transition are well known, and in the municipalities that are the focus of this call for proposals, some methods, strategies and programs are already in place. However, current efforts need to be strengthened to accelerate the transition to the extent and speed required to achieve climate neutrality by 2030.
The actions needed to achieve climate neutrality by 2030 require bold new approaches that address multiple dimensions of change simultaneously. It is in such cases that system demonstrators are meant to work, as a force for mobilization for transition within the long-term process of Climate City Contract 2030.
This action aims to enable radical measures for transition with a focus on scaling up and creating "the new normal", in areas that are key to making transition happen in practice.
