Northern Sweden is at the center of a rapid transition of the world's industry, transport and energy systems to green and fossil-free production methods. This is no longer a vision of the future driven by individual actors, but an ongoing reality. Access to fossil-free energy and raw materials for, among other things, steel and battery production and a stable labor market give us unique opportunities for transition. As Norrbotten's largest city, Luleå is an important hub for the green transition in the region and has a unique opportunity as a pioneer city to contribute with insights that are valuable not only for neighboring municipalities and regions but also for other cities facing major industrial establishments.

Luleå is a city characterized by heavy industry, which is now in the middle of the transition to fossil-free production methods. The industry is responsible for enormous emissions, but also holds the keys to the transition. The investments create challenges in the urban planning process, including a rapid expansion of infrastructure and increased housing construction. Implementing a sustainable transition at all levels, and reducing conflicts of interest, requires a fair and inclusive process where an understanding that society needs and will change can be created. Luleå now intends to explore innovative forms of collaboration, processes and working methods to enable the transformative changes needed to successfully accelerate the climate transition both inside and outside the municipality. Above all, a long-term arena for dialog and participation in the transition is created. The insights gained will be disseminated and be valuable for the entire region, but also for other cities in similar situations with green industrial establishments

To have a broad impact on society for the transition, a long-term arena for dialogue and participation at local level is needed, which also includes the several already established collaborations between municipalities, municipal companies and the business community.

As a municipality, we have a central role in working with environmental and climate issues. With the support of the Viable Cities platform, we can accelerate the climate transition work at different levels, locally, regionally and nationally. Collaboration is essential in the climate transition and is a necessity, as no single actor has all the solutions or has the power to do this on its own.

Luleå Declaration of Intent

Climate City Contract 2030 is an effort to manage the climate transition that we need to implement in a short time to keep global warming below 1.5 degrees. It is an agreement between municipalities, government agencies and Viable Cities, in which all parties undertake to make a concrete contribution to accelerating the climate transition. The letter of intent is a preparation for signing the contract next year.

To achieve deep change, we need to move from fragmented projects to an ecosystem of efforts that all pull in the same direction. Cities are doing this together with Viable Cities, funders government agencies and other partners, in different constellations and with different objectives. It is about moving beyond dealing with symptoms and instead focusing on underlying problems in our social structure.
