In Höör, we want to increase local production of climate-neutral electricity, but also secure our energy use from a safety and preparedness perspective. In the fall of 2025, we began work on a new energy plan in which these issues will be central.

In order for Höör to remain an attractive but also sustainable municipality, we must also work to ensure a high quality of life. This means safe and secure traffic solutions and adaptation and preparation for climate change, but also healthy living environments and proximity to nature and high-quality outdoor recreation. Work on a new comprehensive plan is underway. These issues are among those addressed in the plan.

High biodiversity, improved status in lakes and watercourses, and strengthened ecosystem services are fundamental prerequisites for sustainability work in Höör. During the year, we have worked to improve the possibility of delaying stormwater runoff by creating meanders and small water bodies in locations close to urban areas. We are also working to develop and rejuvenate urban oak environments, which are one of the municipality's responsible biotopes.

Resource efficiency with sustainable consumption and production are other cornerstones of our sustainability work. Our internal work on taking back and recycling furniture and equipment is constantly improving. During the year, we are developing a service that will enable the public to borrow leisure equipment such as life jackets, games, skates, etc.

In 2023, the municipal council adopted an environmental and climate strategy for the municipality of Höör, which is the governing document for climate change and those aspects of sustainability work that relate to ecological sustainability.

The strategy entails net zero emissions by 2045 and renewable energy use in municipal operations by 2030 at the latest, as well as energy efficiency improvements and increased local energy production. The strategy's other focus areas are high-value nature, high quality of life, and resource-efficient municipalities.

We in Höör Municipality have compiled 101 measures relating to our own activities, aimed at building up knowledge and methods to strengthen our climate and sustainability work in the coming years. Most of the measures relate to the transition to renewable energy and energy efficiency. Further measures concern creating sustainable living environments, sustainable consumption, and achieving improved water status and ecosystem services. We are actively working to preserve and restore natural environments close to urban areas. In parallel with this, investments are being made in public transport in both urban and rural areas. All in all, this provides good conditions for our transition work, something we are proud of, even though we are aware that this is only the beginning of our environmental journey.

Collaboration within water councils! Organizing into water councils provides entirely different opportunities to both finance and implement relevant measures that are important for an entire river basin. A municipality or other actor located downstream along a watercourse has no opportunity to implement measures in municipalities upstream on its own initiative, even if this would be necessary to reduce the risk of flooding and other negative consequences of high water flows or, for that matter, the consequences of drought and low flows.

By organizing themselves into water councils, municipalities and other stakeholders can jointly prioritize and finance measures that benefit everyone.

Höör Municipality is a member of the Kävlingeån Water Council, which also includes the Viable Cities municipalities of Lund Municipality and Lomma Municipality, as well as the Ringsjön Water Council and the Rönneån Water Council.

Climate City Contract 2030 is an effort to manage the climate transition that we need to implement in a short time to keep global warming below 1.5 degrees. It is an agreement between municipalities, government agencies and Viable Cities, in which all parties undertake to make a concrete contribution to accelerating the climate transition. The letter of intent is a preparation for signing the contract next year. 

Höör invests and tests

To achieve deep change, we need to move from fragmented projects to an ecosystem of efforts that all pull in the same direction. Cities are doing this together with Viable Cities, funders government agencies and other partners, in different constellations and with different objectives. It is about moving beyond dealing with symptoms and instead focusing on underlying problems in our social structure.
