In Örnsköldsvik, we see climate change as a shared journey. It is not just about the city, but about the entire region – all the towns, villages, and businesses that together make up our municipality.

The municipal council has decided on our group-wide climate goal and our carbon budget, while the municipal executive board has decided on Örnsköldsvik's climate strategy. Together, these clearly demonstrate both ambition and responsibility. To achieve our goal of climate neutrality by 2030, we need to make significant emissions reductions in several areas. This is a major challenge – but also an opportunity to develop, collaborate, and think in new ways.

Right now, we are focusing on embedding climate goals in our regular governance and revising our climate strategy. This means that climate work must permeate everything, from decision-making processes and budgets to everyday priorities in the municipality's activities.

The Climate Strategy 2021–2026 points the way forward with a selection of sub-goals:

  • The Group is encouraged to initiate or actively participate in initiatives for the sharing economy and circular economy.
  • For construction projects within the municipal group, energy efficiency must be at least equal to or higher than that specified in the Swedish National Board of Housing, Building and Planning's building regulations at the time.
  • Increased charging infrastructure internally and externally to facilitate the transition to electric cars

Climate dialogue – a forum where businesses and municipalities collaborate on climate challenges. We work to identify the common needs of businesses and create a comprehensive overview of their needs, with suggestions for what they want to develop together to reduce their climate impact.

Citizen dialogue – our model was designed in collaboration with RISE and has been tested at community days and Maker Town. It is based on co-creation, local anchoring, and representation from different geographical areas and groups. Based on the ideas that are developed and prioritized during the meetings, we continue to work on realizing or testing parts of them, with the support of test bed checks from the Climate Neutral Örnsköldsvik initiative.

Test bed checks – our test bed checks in Climate Neutral Örnsköldsvik 2030 turn ideas from citizen dialogues into reality. Based on the ideas that are developed and prioritized, we continue to work on realizing or testing parts of them, with the support of innovation sprints. This is how we make climate work concrete, accessible, and relevant to more people.

Cross-sectoral working groups – a structured approach to achieving the goal of a climate-neutral municipal group by 2030. The groups act as coordinating hubs, facilitating the exchange of experiences, identifying joint projects, and embedding climate work throughout the organization. They are based on the focus areas of vehicles, real estate, and procurement, and are linked to the climate strategy's sub-goals. The aim is to work systematically, long-term, and collaboratively – to find synergies and create the greatest possible benefit.

Örnsköldsvik is transforming together, with the entire municipal group driving the change. We are doing this step by step, together with people, companies, and associations throughout the municipality. Because we know that everything we do counts.

Örnsköldsvik's Climate City Contract

Climate City Contract 2030 is a collective effort to achieve the climate transition that we need to implement in a short time to keep global warming below 1.5 degrees. It is an agreement between municipalities, government agencies and Viable Cities where all parties undertake to make a concrete contribution to increasing the pace of climate change. 

Örnsköldsvik invests and tests

To achieve deep change, we need to move from fragmented projects to an ecosystem of efforts that all pull in the same direction. Cities are doing this together with Viable Cities, funders government agencies and other partners, in different constellations and with different objectives. It is about moving beyond dealing with symptoms and instead focusing on underlying problems in our social structure.
