The transition process in Tomelilla

  • Tomelilla Municipality is working to implement the doughnut economics model as a decision-making aid in its administration.
  • A collaboration is underway with Kristianstad Municipality and other stakeholders to reduce the climate impact of agriculture.

Tomelilla Municipality's ambition and goal is to combine sustainable development, climate, quality of life, and citizen participation. This work is guided by the climate program and quality of life program, as well as the municipal council's strategic areas.

  • The Climate Program 2024–2045 sets targets for reduced emissions, increased energy efficiency, transport transition, sustainable food production, and steering towards long-term climate goals. The ambition is for Tomelilla to be climate neutral within the planet's ecological limits. The program is adopted by the municipal council, and committees and operations then break down the targets into concrete activities.
  • The Quality of Life Program 2030 focuses on environmental and social sustainability and aims to enable all residents to create their own quality of life. The program will provide opportunities for participation, equality, and public health, and the work is being carried out in collaboration with residents, businesses, and associations.
  • The municipal council's strategic areas consist of three main areas:

1. Strategy area: Sustainable development. The basic needs of residents are met with consideration for future generations. Development takes place with consideration for the climate and the environment.

2. Strategy area: Participation and empowerment. Participation in society increases and residents feel that they can influence their everyday lives. Lifelong learning and residents' opportunities for self-sufficiency are facilitated.

3. Strategic area: Safety and health. Safety is and is perceived to be good. Conditions are in place for a good quality of life.

All goals and ambitions are formally decided by the municipal council, while committees and departments are responsible for breaking them down into operational goals and activities. The climate program and quality of life program are monitored via the so-called municipal portrait, which is an annual report on the municipality's ecological and social sustainability work, as well as a municipality-wide picture of how the geographical municipality relates to planetary boundaries and goal fulfillment visualized according to the Munk model.

  • Everyone in grades 7 to 12 can travel for free with Skånetrafiken throughout Skåne, 24/7, all year round. The goal is to give young people more freedom, boost equality, and encourage sustainable travel habits.
  • Public transport as a benefit, which means that municipal employees can travel with a subsidized 30-day ticket from Skånetrafiken. The idea is to provide a simple, climate-smart, and affordable way to get to and from work.
  • New agreement with Mylla enabling local producers to deliver locally grown produce, such as carrots, potatoes, and parsnips, directly to schools and retirement homes.
  • An AI service has been introduced in ten district heating centers that adjusts the heating according to the building's accumulated heat rather than just the outdoor temperature. The introduction has led to lower energy consumption and reduced operating costs.
  • Together with Riga Technical University, Tomelilla Municipality has developed a digital platform within the Interreg project Energy Equilibrium where it is possible to simulate the municipality's energy system and test how it is affected by additional energy production and storage.
  • Together with NSR, the municipality has, as part of the Interreg project PowerBio, converted last year's Christmas trees into biochar, which is now being used in the municipality's plantings. Some of the biochar has also been returned to the residents who donated the Christmas trees to the municipality.
  • The municipality collaborated with farmers, chefs, and food researchers to create a climate-smart, locally grown steak, where ancient crops such as gray peas and yellow peas are being tested together with local meat.

Tomelilla's declaration of intent

Climate City Contract 2030 is an effort to manage the climate transition that we need to implement in a short time to keep global warming below 1.5 degrees. It is an agreement between municipalities, government agencies and Viable Cities, in which all parties undertake to make a concrete contribution to accelerating the climate transition. The letter of intent is a preparation for signing the contract next year. 

Tomelilla invests and tests

To achieve deep change, we need to move from fragmented projects to an ecosystem of efforts that all pull in the same direction. Cities are doing this together with Viable Cities, funders government agencies and other partners, in different constellations and with different objectives. It is about moving beyond dealing with symptoms and instead focusing on underlying problems in our social structure.
