
The city of Trollhättan is currently in a phase where climate work is being concretized and implementation is being stepped up. The group-wide Climate Roadmap is the hub of the transition work and identifies eleven priority areas between 2024 and 2027, ranging from sustainable construction and energy efficiency to climate-smart consumption and governance. The current focus is on moving from planning to implementation, with action plans being drawn up for selected areas and a developed structure for governance and management being established. The goal is to create a stable foundation where the climate perspective is a natural part of every decision and investment.
The work is reinforced through collaboration with the municipal companies AB Eidar, Trollhättan's housing company, Trollhättan Energi, Kraftstaden Fastigheter, and Trollhättan Exploatering, as well as with IVL Swedish Environmental Research Institute, Digidem Lab, and Innovatum AB, which are part of the project consortium within Viable Cities – Climate Neutral Trollhättan.

The targets are based on Trollhättan's carbon budget and the municipal council's decision to "take a big step towards a society in ecological balance." Political responsibility lies with the municipal council, while the Agenda 2030 steering group is responsible for the strategic management and coordination of climate work throughout the group. The largest reductions in emissions need to be achieved by 2030, which is why Trollhättan is now focusing its efforts on governance, financing, and collaboration.

Circular pop-up week – shine a light on sustainable consumption: The city of Trollhättan carried out the project Som ny igen (Like new again) – a demonstration of a city center for circular consumption and trade in 2023-2024. Would you like to do the same? Great! We have developed a checklist for implementing such an initiative, as well as a checklist for circular consumer guidance – the perfect basis for strengthening the dialogue on circular consumption with your citizens.
Cross-functional climate group– build organizational transition capacity all the way through: In 2024, the Community Development Administration implemented the first round of the Cross-functional Climate Group, a learning and accelerator program for faster transition. The program offers one place per office in the administration, and employees can apply to participate. Over the course of a year, participants deepen their knowledge of climate issues and practice systems thinking and project management. The one-year concept builds a pool of transition resources within the administration and creates a broad competence base for climate transition.
Klimatkrister – An AI bot that turns policy documents into your best friend in climate work: Klimatkrister is fed with all the policy documents in the city of Trollhättan that are related to climate work and planning and design work. The AI bot then helps employees at the Community Development Administration to prioritize climate initiatives. After further development, Klimatkrister can now also produce visualizations for construction projects based on the climate ambitions expressed in our governance. So, with a single click, an image of a gray parking lot can now be transformed into a green oasis of hope for the future, showing the way toward a more sustainable Trollhättan. Bring circularity to playgrounds – Trollhättan leads the way with a new guide: Based on the administration's climate goal of achieving a climate-neutral community development sector, Trollhättan decided to build a playground using recycled materials. In April 2024, the Trädgårdslandet playground was completed, built from 60% recycled materials and with biodiversity as its learning theme. Furniture recycling – where reduced climate emissions and economic savings go hand in hand: Trollhättan's furniture recycling initiative began in spring 2023 and has been part of its regular operations since January 2025. Since 2023, over 7,700 items have been recycled, resulting in financial savings of over SEK 16 million and carbon dioxide savings of nearly 400 kgCO2-e.
CIRA– a new method for working with circular and inclusive principles in the renovation of public housing: The city of Trollhättan, together with IVL Swedish Environmental Research Institute, housing company Eidar, and architecture firm Ettelva, has developed a method that strengthens residents' involvement in circular renovation. The project received support from Formas, and the method is now being tested in practice in an implementation project.
Climate City Contract 2030 is an effort to manage the climate transition that we need to implement in a short time to keep global warming below 1.5 degrees. It is an agreement between municipalities, government agencies and Viable Cities, in which all parties undertake to make a concrete contribution to accelerating the climate transition. The letter of intent is a preparation for signing the contract next year.
To achieve deep change, we need to move from fragmented projects to an ecosystem of efforts that all pull in the same direction. Cities are doing this together with Viable Cities, funders government agencies and other partners, in different constellations and with different objectives. It is about moving beyond dealing with symptoms and instead focusing on underlying problems in our social structure.
