limate Neutral Lund and Lomma 2030 and Viable Cities invite you to Transition Lab Forum 17 where we will delve into financial transition for climate neutral cities.

Climate change is already here and is visible and noticeable in different ways, for example extreme weather events such as heat waves, torrential rain and floods are becoming more frequent. This means that, in addition to reducing emissions, we need to adapt society to cope with these pressures. If we do not invest in climate adaptation and mitigation, the costs of the consequences of a changing climate could be enormous, for example through the destruction of infrastructure.

Research shows that while municipalities have strong political commitment and climate action plans with clear targets, the plans have lacked a description of the total financial resources needed for implementation. And it is not enough for the municipality as an organization to change. The municipality needs to work with a range of actors to ensure that the transition takes place at the pace and scale required.

During Transition Lab Forum 17 in Lund March 11-13 we explore the role of different actors in creating the conditions for the financial resources and investments needed for faster climate transition and adaptation. This applies to municipalities, municipal companies, other public organizations, financial actors, business, academia, civil society and citizens. In Sweden and Europe, many actors are mobilizing for climate-neutral cities in 2030. To succeed, we need to explore new paths, test, evaluate, and learn from each other. We hope to see you in Lund!

We will touch on issues such as:

  • How can municipalities and business work together to create climate investments to enable and promote the growth of a sustainable local business?
  • How can municipalities use procurement as a tool to accelerate the implementation of the climate transition portfolio?
  • How do municipalities need to develop their business model from an economic perspective to integrate costs, benefits and co-benefits of the climate transition?
  • What new ways of collaboration are needed between financial sector actors, municipalities and business to mobilize investments and redirect financial flows to accelerate the climate transition?
  • How can investments and financing be designed to ensure a just transition with a good life for all?
  • How can municipalities set up climate investment funds as a tool to accelerate investments for climate transition?
  • How can investments be made to combine climate change mitigation and adaptation?
  • How do we need to work in new ways around financing and investment to facilitate the agricultural transition?

Target groups for this forum are:

  • Key actors in the transition work of cities (e.g. people from the municipalities' transition teams and actors from business, civil society and academia in the local transition arena)
  • Key actors with responsible for investment, financing and business development in the municipality and municipal companies, such as finance directors, business developers and procurement officers.
  • Financial sector actors (e.g. banks, insurance companies, asset managers, development banks)
  • Climate contract authorities' innovation team

The Viable Cities mission is Climate Neutral Cities 2030 with a good life for all within the planetary boundaries. Within the Climate Neutral Cities 2030 initiative, 48 Swedish cities are working together with several national government agencies and Viable Cities to lead the way in the climate transition. The cities have taken it upon themselves to test new ways of working and solutions, to learn from each other and to work towards the mission: to create cities that work well for the people who live in them, that are good for the economy of citizens, businesses and society - and - that are good for the climate. The Transition Lab Forum, which Viable Cities organizes three times a year, is a central arena for shared learning within the initiative. Over three days, we deepen and accelerate knowledge and understanding together on a theme that is important for accelerating the transition to Climate Neutral Cities 2030.

March 12, 15:00 - 17:00

During the afternoon of March 12, you will have the opportunity to choose one of several parallel workshops.

Host: Viable Cities

In this workshop, Viable Cities presents an overview of ongoing initiatives linked to public procurement as a cascading transition tool. This map is then used as a starting point to identify together where many experiences already exist and what knowledge or policy gaps need to be filled.

Target group: process managers, business developers, procurement officers, companies, researchers 

Host: Viable Cities

How can the Doughnut Economy, Mother Economy and Just Transition take us there? Crash course in the economic system, beyond today's economy. The workshop provides radical approaches and perspectives on how we can be inspired to develop how we work with investments and finance linked to climate transition.

Host: CoAction Lund

During the workshop, we collaborate with the actors in CoAction: the system demonstrator in Lund, a transition arena where local actors from the municipality, companies, associations and academia work together to achieve Climate Neutral Lund 2030. Collaboration is crucial for a rapid transition, as no actor can implement the change alone. The municipality's role as coordinator and mobilizer has proven to be an important success factor.

We invite you to discuss how we can justify long-term municipal investments in actions that create value in the long term, even if the results are not immediate. How do we look at cost and value over time and in different organizational contexts, and what funding models can support this work?

Host: Viable Cities 

Strategic dialogue between the seven Swedish cities working on climate investment plans within the European context of the EU Cities Mission. Together with actors from the financial sector.

15.00 - 17:30 

Brunnshög is working on a smarter and more sustainable future based around the people who will live there, with their future needs in focus.

Practical details: Participants will be met by the organizer in the entrance hall of AF-borgen for a joint tram ride to Brunnshög (group ticket will be arranged for everyone). After the tour, participants will be guided to Stadshallen by the organizer.

During the morning of March 13, you will have the opportunity to choose one of several parallel sessions.

Host: Viable Cities and Lund Municipality

Lund wants to know HOW they can mobilize a local climate investment fund? This workshop will be a first step in such work where we get an insight into Lund's challenge and initiatives.
We also take a look at initiatives in the field from Stuttgart, Bogotá and Spain. Together we will then explore how this can be done in a Swedish context with Lund as an example.

Host: Viable Cities and Lund Municipality.

In this workshop, we will hear more about Lund's work to mobilize and further develop the financial sector to accelerate society's climate transition and adaptation.

Supporting a transition in agriculture is a key issue for many of our municipalities. This is partly about reducing emissions, but also about supporting a resilient and sustainable food system and building a market for more sustainably produced products. This workshop will address these issues with a focus on carbon sequestration and how we can think about financing for increased carbon sequestration and agricultural transition. The discussions will be supported by presentations from researchers and experts in the field

    In this first session, we will delve into innovative solutions for financial transition, investment mechanisms for accelerating the climate transition, and strategies and approaches that are important to engage the business community as part of the city's local transition journey.

    Arena Climate City Contract is used to build relationships and develop process/interfaces between cities and government agencies in the Climate City Contract 2030 process. It is a recurring meeting place between cities, government agencies and Viable Cities for collaboration on Climate City Contract 2030.

    For the first time, we bring together the key actors responsible for investment, financing and business development in the municipality and municipal companies, to build our joint capacity and accelerate our learning in climate investment plans and financial transition.

    Where: We meet at Lund's old observatory in Stadsparken. Guides in orange reflective vests are on site.

    The audio walk Farewell Falsterbo is an example of how to tell about and illustrate climate futures. The climate transition means that we as a society face a number of difficult choices. What is worth preserving and at what cost? How do we reduce suffering in the climate crisis? What choices will our decisions have on people and the environment? The audio walk Farewell Falsterbo takes place in 2072 when the worst storm in 200 years is about to hit Skåne. In Skanör-Falsterbo, a family is celebrating Christmas when the storm alarm goes off. The waves move closer to the house and the family flees to the nearest church. What happens next is the result of decisions made over decades: did we work together or did the lines of conflict deepen?

    Practical preparations: Bring headphones and a fully charged phone. Feel free to bring a power bank if you know that your phone will easily discharge during the day.     During the evening, Lund invites you to HållBAR, a recurring after-work event initiated by employees of Lund Municipality and in collaboration with the Sustainability Forum at Lund University. Mira Norrsell shares her best tips for creating your own HållBAR in your city. This will be followed by local humor and recycled jokes with Sweden's loudest librarian Hanna Voog.

Transition Lab Forum 11: Circularity and Resource Efficiency for Climate Neutral Cities

Building societies and growing cities requires large amounts of resources. How we use resources is therefore of great importance for the possibility of keeping the climate impact down. At Tranistion Lab Forum 11 in Växjö, we will focus on how we can use our resources in an efficient and sustainable way, for example how reuse can be increased in new construction and renovation. We touch on topics such as innovation procurement and land allocation competitions, how it can be used to make the built environment more climate smart.

Transition Lab Forum 10: Energy investments and electrification for climate neutral cities

Much is happening in the field of energy that has major implications for cities' efforts to become climate neutral in an uncertain world. Coordinated and bold investments need to be made and climate investment plans are becoming increasingly important. Energy saving, efficient electrification and faster introduction of renewable energy are some of the things we explored at Transition Lab Forum 10 in Uppsala

Transition Lab Forum 9: Climate Smart Mobility 2030

During Transition Lab Forum 9 in Helsingborg, a number of key players who work in different ways with the issue of climate-smart mobility met. Among other things, it was about mobile hubs and shared mobility; quite simply: How do we manage our everyday trips without our own car? We also got an insight into the host city of Helsingborg's work on the climate transition. The event was organized together with Drive Sweden during H22.

Transition Lab Forum 8: Climate mobilization at all levels

During Transition Lab Forum 8 in Skellefteå, we learned about Skellefteå's experiences as part of the transition in northern Sweden, and we explored some key issues in the transition process and Climate City Contract 2030 - multi-level governance, sustainable construction, business strategies for sustainability and citizen engagement. The power of the transition in the north is a golden opportunity to use to accelerate the climate transition throughout Sweden and the world.

Transition Lab Forum 6: Climate-smart mobility in 2030

Viable Cities' mission is climate neutral and sustainable cities by 2030. Drive Sweden's vision is to create sustainable and safe mobility systems for people and goods that are accessible to all. Now we have launched a collaboration to accelerate the climate transition with joint forces: Climate Smart Mobility 2030. During our first joint event, we explored the transition to climate-neutral urban mobility with the help of international perspectives, panel discussions and inspiring examples.

Transition Lab Forum 5: Investment plans for climate-neutral cities

Within Viable Cities, nine cities are developing climate investment plans that will mobilize transition capital, both from municipalities and other stakeholders, to make cities climate neutral by 2030. During Transition Lab Forum 5, we explored how short- and long-term investments for climate transition can create both business opportunities and a more sustainable city. Research shows that climate investments can generate significant benefits, both direct economic gains and added value such as jobs, cleaner air and better health.

Transition Lab Forum 4: Digital tools shift the climate transition into high gear

To increase our resilience, we need to make the choices more concrete and understandable to more people. This is where digital tools, such as digital twins, can be a valuable help. Simply put, a digital twin is a digital copy of a city that makes it possible to test and experiment with possible ways of developing the city "on the drawing board". And not least to create experiences, arouse emotions and engagement that can contribute to new behaviors. During Transition Lab Forum 4, we explored how digital tools can help us accelerate progress towards climate-neutral cities.

Transition Lab Forum 3: Civic engagement and local government. Climate City Contract

Transition Lab Forum 3 was about how sustainable communities can be shaped by everyone together, from a concrete, practical perspective with inspiration and good examples, both for engaging citizens and for shaping local Climate City Contract. Day 1 concentrated on different pathways to citizen engagement, and day 2 focused on the financing of the climate transition and how to engage citizens in it.
