Municipal energy communities

Since the EU Green energy directive 2019/944 was established, the concept of energy communities and what it can and cannot be, has been an ongoing discussion in Sweden, the EU and internationally. Basically, energy communities are about legal persons (individuals, non-profit associations, small companies and municipalities) being able to be part of a non-profit legal entity, which can act on the energy market on the same terms as the traditional players (network operators, energy suppliers and energy producers).

Municipalities as a proactive or participatory actor in energy communities is still an unexplored concept and the aim of the feasibility study is to explore its possibilities.

The initiative is part of the Viable Cities call #13.
