City as a Platform

City as a Platform - CaaP - is a strategic innovation project that brings together 18 municipalities that explore, test, implement and collaborate on common IoT platforms to support societal benefits in cities. The project will also ensure national anchoring and propose a national management model of a minimum framework for data platforms, including relevant standards.

The background to the project is that many cities have begun testing connected sensors and the Internet of Things (IoT) to understand how they can use data to, for example, streamline existing processes, get a better overview and generate broader decision-making data and offer residents optimized services. The cities have come a long way, but what they have in common is that no Swedish city has yet implemented technical or organizational mechanisms to collect real-time data from different sources and share data between administrations or with their suppliers.

Regardless of size, Sweden's municipalities have similar challenges around data management and it would be of great value if Swedish cities and municipalities collaborate on data / IoT platforms. The project involves the municipalities of Gothenburg, Malmö, Lund, Karlskrona, Kalmar, Stockholm, Uppsala, Hudiksvall, Umeå, Skellefteå, Katrineholm, Helsingborg, Västerås, Eskilstuna, Linköping, Sundsvall, Örebro, Halmstad. Through joint pilot projects (so-called Proof of Concepts; PoCs), around IoT and data management where the starting point is a minimum framework of a data platform, issues, challenges and solutions are addressed jointly. One of the project's objectives is to make it easy to move services between cities. The PoCs will demonstrate that this is possible. An important aspect will also be to ensure national support among all relevant actors and to propose a national management model for the minimum framework, including relevant standards and data models.

Another part of the project involves creating a "Smart City Lab" - a "hub" for collaboration that will assist municipalities, cities, technology/service providers and also citizens in the exchange of knowledge and experience and dialogue in the development of the smart city - the city as a platform.

The project is an innovation project within the strategic innovation program Viable Cities. The work is coordinated with the sister program IoT Sweden. The initiative was initiated within the framework of the government's collaboration program for smart cities and is financed by Vinnova.
