System demonstrators for climate-neutral cities, design phase

Join us in helping to achieve climate-neutral and sustainable cities already in 2030. You can now apply for funding for feasibility study projects that strengthen and accelerate the climate transition in cities, while contributing to a good life for everyone within the boundaries of the planet. Vinnova, Viable Cities and several cities in the Climate Neutral Cities 2030 initiative are now developing a new tool to achieve this - system demonstrators. At this stage, the call is only aimed at the wave 1 cities in the initiative: Enköping, Gothenburg, Järfälla, Lund, Malmö, Stockholm, Umeå, Uppsala and Växjö. 

Who can apply?

The call is aimed at Wave 1 of the pioneer cities in the Climate Neutral Cities 2030 initiative: Enköping, Järfälla, Lund, Malmö, Gothenburg, Stockholm, Umeå, Uppsala and Växjö.

The municipality will be the applicant and coordinator of the design phase. It is sufficient that a municipality is the applicant for the design phase, although other parties can be included as applicants.

What should the consortium look like?

We recommend and encourage the applicant municipality to establish a cross-administrative team with broad innovation capacity. This is because a system demonstrator touches many different areas, such as housing, transport, digitalization, law and procurement. For the team to have the right conditions, a multidisciplinary composition as well as the mandate and ability to drive transformation are important.

How much can you apply for?

The applicant municipality becomes the coordinator of the project, although funding may be distributed to other project partners. Vinnova can finance a maximum of 80% of the project's eligible costs and the grant can amount to a maximum of SEK 300,000. For competition reasons, there are rules on how we can finance economic activities.

What do we want to achieve with this call?

The world's cities must make a huge transition in response to the climate crisis. Our entire conception of urban life and how we travel, eat, shop, work, build and heat homes, etc. must change to address the climate transition. It requires a systemic shift that involves new innovative approaches and solutions that include multiple dimensions such as policy and regulation, business models, behavior and infrastructure. 

Within Viable Cities' Climate Neutral Cities 2030 initiative, nine cities have since 2019 been driving innovation efforts to achieve the mission of Climate Neutral Cities 2030 with a good life for all within the boundaries of the planet. Enköping, Järfälla, Gothenburg, Lund, Malmö, Stockholm, Umeå, Uppsala and Växjö have taken it upon themselves to test new approaches and solutions, to learn from each other and to work towards the mission: to create cities that work well for the people who live in them, that are good for the economy of citizens, businesses and society, and that are good for the climate. On two occasions, the chairs of the nine municipalities have signed Climate City Contract 2030, which describes the key transition areas for each city. The selected cities' strong commitment to driving innovation initiatives, developing and signing Climate City Contract and setting targets to achieve climate-neutral cities provide good conditions for contributing to the transition. 

Vinnova and Viable Cities now want to work with cities to design concepts for system demonstrators so that they can serve as powerful tools for working with the most important transition areas in Climate City Contract 2030. This design phase is also a preparation for the actual establishment of system demonstrators. The design phase is about identifying the appropriate system or systems to meet the societal challenges that are relevant to the city's climate work. The preparations also involve finding the actors that need to be mobilized in a practical implementation, and identifying the obstacles that need to be addressed for the system demonstrator to work. 

The ambition is for the system demonstrators to become a tool for large-scale transformation of systems and societies.
